and every roof can harvest rain as well... and so can floating acres of a plastic 'swiming pool' on the ocean....
with the added benefit of being able to filter captured rainwater water.... thus also improving and purifying the water tables et al... with rain farms.
make sum permanent and portable water belts around the world to feed the corn, wheat , vegetable and rice belts etc..... to port water with....to where it most useful...
instance, farmers can build BIG water tanks and then put visqueen over fallow fields to usa as water collectors.... and also regulate what percentages of water to allow thru the visqueen too, by design.
such as allow 10% into the fallow field save 90% of a particular rain event...
or save 80%, allow 20% onto the field... or 50/50% save or allow... for example..
